Throughout 1941 these rates continued to increase, from around 1000 in January to 2500 at the end of the year. The Air Forces wanted combat aircraft but the production quota for those was slowed by the priority requirement for new aircrew and by Lend-Lease which saw the number of B-17s delivered rising from only 22 in September 1939 to almost 200 in December 1941.
