Signals scattered by the ionospheric disturbance are also received at the Scordes receiving site. Range-sum and angle measurements are then used to locate the scattering region.... In the VLF experiment, location measurements of transatlantic sferic sources for 150 cases showed an absolute deviation from the mean of only 31 nmi.

In this case the transmitter and receiver were at adjacent sites, but with undocumented separation. The Fluttar geometry appears to be similar to forward-scatter geometry, although forward-scatter RCS enhancement had not been identified at the time of Fluttar's development. Fluttar was operational for about five years and then was removed. Reasons for its removal have not been documented. The Canadians also developed a bistatic radar for their McGiIl Fence [29], but apparently it was not deployed. The United States also built and deployed three forward-scatter OTH fences to detect ballistic missile launches from the Soviet Union.
